How Alberta monitors continuing care homes

Who monitors, and under what rules

Monitoring is carried out by Alberta's Ministry of Assisted Living and Social Services. Homes must meet two main sets of rules: the accommodation standards, which cover the building, meals, housekeeping, maintenance and safety, and the health-service standards (the Continuing Care Health Service Standards), which cover the clinical side of care. These standards sit under Alberta's Continuing Care Act, which came into force in 2024 and brought the province's continuing care rules together in one place. Once a monitoring visit is recorded, the result is public, which is why the records can be collected and shown here, reused under the Open Government Licence – Alberta.

What a monitoring visit looks at

• Accommodation standards: the building, meals, housekeeping, maintenance, safety and security of the home.
• Health-service standards: care planning, medication, infection prevention and control, restraints, staff training and related care.
• Public-health requirements, including the Chief Medical Officer of Health orders that applied during COVID-19.
• The right of residents and families to organize a council, set out in the Resident and Family Councils Act and continued under the Continuing Care Act.

What a monitoring visit produces

Where a monitor finds a home is not meeting a rule, it is recorded as a finding of non-compliance. The record names the specific standard cited, describes what was found, and tracks whether the home later put it right. The public record shown here focuses on whether each finding is rectified or resolved over time, rather than on monetary fines.
