What the numbers show
A few patterns stand out in how fines are issued.
- Fines are the exception, not the rule. About 70% of inspected homes have never been fined. A fine applies only to the most serious or repeated non-compliance, so most findings never lead to one.
- The provincial total is concentrated. Just 5 homes, each with $50,000 or more in cumulative fines, account for about 24% of all fine dollars since April 2022. A small group shapes the total, which is why this page shows the distribution and never names homes.
- The rise is more homes fined, not bigger fines. Homes fined in a year climbed from 64 in 2023 to 96 in 2025, lifting the yearly total to about $628,100. The average fine per fined home did not rise over that period, so the increase reflects how many homes were fined rather than larger fines.

Fines per bed averages each inspected home's fines for the year divided by its licensed beds, the same comparison shown on every home page. 2022 is a partial first year and 2026 is in progress.
Fines are concentrated: 70% of inspected homes have none, so the provincial totals are shaped by a small number of homes with large amounts. We report that as a distribution and never name homes on this page.
